The Public Building Authority (PBA) met Wednesday, September 3, 2025 at the “Manchester Event & Visitor Center” (formerly the Manchester Coffee County Conference Center).
Board members attending the meeting included Chairman Paul Thornton and Treasurer Sally Singles. The other two Board members that make up the four person Board- Brandon Imhoff and Secretary Edward “Lucky” Knott, were not present.
Chairman Thornton and Treasurer Singles delivered their respective reports, as outlined on the meeting agenda. Mayor Joey Hobbs was not present to deliver his Mayor’s report.
Chairman Thornton detailed that the PBA was three months behind in paying sales tax in an amount of over $13,000. He indicated that the tax payment needed to be post marked by Friday, September 5, 2025, to avoid an additional fine.
Chairman Thornton went on to say that insurance policies held by the PBA had gone unpaid at Bush Insurance, but that Bush Insurance made the premium payments while the PBA had no Board members:
Chairman Thornton said that he believed that a General Liability insurance policy that covers the PBA board should be continued, as there is no clear path for the dissolution of the PBA Board, until Mayor Hobbs re-writes “the charter”:
City Employee Stacey Stone, that seems to be responsible for scheduling the events for the facility, expressed concerns about booking events that wanted to serve alcohol without the facility having the proper licensing or insurance coverage:
