On Thursday, Dec. 11, the Warren County Sheriff’s Office published a public letter of commendation on Facebook. The letter recognized the lifesaving efforts of Sergeant Phillip Bloch and Deputy Douglas Wells.
The full letter is copied below:
On behalf of myself and the Warren County Sheriff’s Office, I wish to formally recognize and commend Sergeant Phillip Bloch and Deputy Douglas Wells for their outstanding professionalism, heroic actions, and exemplary dedication to duty on December 3, 2025.
On that date, Sgt. Bloch and Deputy Wells responded to a critical emergency involving a mother traveling on Sparta Highway with her unresponsive one-year-old child as she attempted to reach River Park Hospital. Recognizing the urgency of the situation, both officers quickly intercepted and stopped the vehicle to provide immediate aid.
Upon assessing the child, who was not breathing, Sgt. Bloch acted without hesitation, placing the child in the backseat of Deputy Wells’ patrol vehicle so they could expedite transport to the hospital. As Deputy Wells drove at emergency speed toward River Park Hospital, Sgt. Bloch administered continuous, decisive, and life-saving interventions.
Because of their swift coordination, calm composure under extreme pressure, and unwavering commitment to the preservation of life, the child began breathing again and became responsive upon arrival at the emergency room.
The actions of Sgt. Phillip Bloch and Deputy Douglas Wells directly contributed to saving this young child’s life. Their conduct reflects the highest standards of the Warren County Sheriff’s Office and the law-enforcement profession.
